What was the show originally going to be about before the idea was pitched to have a spin-off of "Cheers" and have the character of Frasier be the star?

And, to take a guess at your question, Chardonnay, was the answer Martin and Niles?

Name the person who doesn't even flinch when their arm touches the steam nozzel at Nervosa.

Btw Chardonnay, when IS Frasier's birthday? The closest I could come up with is March.
